Credentials: Start with the Education You Actually Completed
Before looking for a “Canadian equivalency,” note the exact title of your credential, the years of study completed, the subjects taken and the results earned. Then compare these details with the requirements of each program: the credential level is only one part of the application.
The University of Alberta distinguishes the documents associated with the school systems of the six countries for its undergraduate applications:
| Country of school education | Examples of documents listed by Alberta |
|---|---|
| Russia | Attestat, transcript and Unified State Exam results |
| Kazakhstan | Attestat, transcript and UNT results; some school results may be considered if the UNT was not taken |
| Kyrgyzstan | Attestat and transcript |
| Uzbekistan | Certificate of completion of upper secondary school and transcript |
| Tajikistan | Attestat and final results transcript |
| Turkmenistan | Results from a first year of university study at an accredited institution |
This table describes guidance specific to Alberta, not a national rule or a guarantee of admission. Also check the program prerequisites and the documents that correspond to your educational background.

Years of study may be counted differently at another institution. For Russia, Université Laval describes an undergraduate pathway involving eleven years of pre-university studies followed by two years of postsecondary study, as well as another pathway based on thirteen years of pre-university studies. Do not apply these benchmarks to other countries or to all Quebec universities.
For a master’s degree, the University of Waterloo lists, among other requirements, a four-year Bakalavr for Kazakhstan and Uzbekistan. Its table also includes grade criteria and other possible requirements: the credential title alone is not enough to guarantee admission.
Documents and Translations: Prepare a List for Each Recipient
Gather your credentials, transcripts and relevant examination results. Ask each university which interim documents it accepts if you have not yet completed your studies, and how to submit your final documents later.
Then prepare separate lists for the institution, Immigration, Refugees and Citizenship Canada (IRCC) and, if you plan to study in Quebec, the Quebec authorities. Translation requirements may differ.
For the federal application, a document that is neither in English nor French must be accompanied by a compliant translation. If the translation is not completed by a certified translator in Canada, IRCC’s guide also requires an affidavit from the translator. The applicant and their family members cannot translate the documents themselves.
For Quebec’s temporary selection for studies, check the provincial requirements and applicable checklist separately. Before ordering a translation, compare the instructions from each recipient.
French or English: Choose Your Proof Before Taking a Test
The appropriate test depends on the institution, program and any exemptions. Before booking a test, check the version, required components, results validity period and other accepted forms of proof.
For undergraduate admission, McGill, for example, specifies a minimum of 6.5 on IELTS Academic, with at least 6.0 in each component. This is a McGill threshold, not a general Canadian rule.
At Université Laval, certain DELF or TEF results less than two years old may be accepted if they include a written expression test. The university also lists TCF as an assessment option. Check the level required for your chosen program and the conditions that apply to your educational background.
Universities and Programs: Build a Comparison
Three StudyCanada profiles can be starting points: University of Alberta, Université Laval and McGill University. They are neither a ranking nor confirmation of a program’s current requirements.
For each program you are interested in, create a profile with:
- The credential and years of study expected;
- Prerequisite subjects and required results;
- The language of instruction and accepted proof;
- Documents, submission methods and deadlines;
- Fees and funding opportunities.
Confirm this information with the institution. Then compare the admission schedule with the timeline for your stay-related procedures: a university offer is not authorization to study.
Admission, Attestation and Permit: Distinguish the Steps
A letter of acceptance from a designated learning institution is normally a key document in a study permit application. However, the institution and immigration authorities make separate decisions.
A provincial or territorial attestation letter — PAL or TAL — is generally required for the federal application, unless an exemption applies. Since January 1, 2026, an exemption applies, among other cases, to programs leading to a master’s or doctoral degree at a designated public institution. It does not automatically apply to every graduate-level program.
In Quebec, check temporary selection for studies and the requirements concerning the Quebec Acceptance Certificate, or CAQ, separately. In applicable cases, the CAQ issuance attestation can serve as a PAL. A federal PAL exemption does not automatically remove the provincial CAQ requirement.
Biometrics and Passport: Plan Travel Separately
If IRCC requests your biometrics, follow the instruction letter and book an in-person appointment. Booking is free; bring the requested documents, including the letter and a valid passport.
Official directories list centres in Almaty and Astana, Bishkek and Dushanbe, among other locations. Check services and appointments before travelling. If you are considering another country, also check its entry requirements: the presence of a centre does not guarantee that you will be able to travel there.
From Russia, distinguish biometrics from passport submission. Since January 28, 2026, centres in Russia no longer accept passports or documents. If IRCC requests a passport, it advises choosing a centre outside Russia that accepts documents. Locations in Russia are still listed in the biometrics directory: check current services before booking.
Proof of Funds: Use the Amount for Your Destination
The amounts below apply to one person. They are administrative benchmarks and do not represent the total cost of the plan.
| Destination | Annual amount | Date and separate expenses |
|---|---|---|
| Provinces and territories outside Quebec | 23,448 CAD for living expenses | Applications from September 1, 2026; tuition and transportation are additional |
| Quebec | 24,617 CAD for essential needs | Applications from January 1, 2026; tuition and international transportation are additional |
The categories do not cover exactly the same expenses. Quebec’s essential needs include, among other things, settlement and health and hospitalization insurance. Amounts also vary according to the number of people: check the applicable table for your application and its submission date.
IRCC requires applicants to demonstrate that they have the necessary resources without relying on work in Canada. For a program lasting more than one year, you must also explain how the remainder will be financed. Match each resource to appropriate supporting documents and distinguish between a scholarship you are considering and funding that has already been awarded.
From Russia, also check payment arrangements with the institution and the financial institutions concerned. Canadian sanctions include financial restrictions; their existence does not establish whether a particular transfer is authorized or impossible.
Timelines and Fees: Build Two Schedules
Separate university application deadlines from study permit processing. For a current estimate, consult IRCC’s official processing times tool, selecting the relevant application type and location. The result changes and does not guarantee a decision before the start of the academic term.
Working backwards from the institution’s deadline, allow time for transcripts, translations, any language test and the application. Then schedule the institution’s decision, applicable attestations, the federal application, biometrics and any passport submission. Leave a buffer for travel and requests for additional documents.
When checked, the listed federal fees were 150 CAD for a study permit and 85 CAD for individual biometrics, when required and subject to a fee. Budget separately for other relevant expenses, including admission, translations, tests, travel and provincial procedures.
Scholarships: Distinguish an Opportunity from Confirmed Funding
In Kazakhstan, Bolashak is a program to consider depending on the application category. Since 2026, a special undergraduate category applies to certain winners and prize recipients in international competitions on an approved list. Check the campaign requirements and your plans: this category is not open to every applicant.
In Uzbekistan, a government news release confirms selection tests for the El-yurt umidi Foundation in May 2026. It does not show that a call is currently open or that a particular Canadian program is eligible.
In Canada, McGill lists funding opportunities for international students, each with its own conditions. However, none of the six citizenships covered by this guide appeared on the list of eligible countries for the Study in Canada Scholarships cycle for 2026-2027 that was checked; the call was closed. Full-time enrolment at an institution in an eligible country or territory was also a condition. Living in one of the six countries does not by itself determine citizenship, and the criteria for a future campaign may change.
For each award, check the study level, the institution and expenses covered, and the deadline. Applying does not guarantee an award or full funding.
