Tunisian credentials: understanding equivalencies
The word baccalaureate refers to two different levels, depending on the education system. In its table for applicants from Tunisia, the University of Ottawa presents the Tunisian baccalaureate as a secondary-school credential, the licence as an undergraduate degree and the mastère 2 as a master’s degree. These are reference points for interpretation, not automatic individual recognition.
Université Laval, for its part, publishes minimum credentials by level of study:
| Intended level at Laval | Minimum Tunisian credential indicated |
|---|---|
| Undergraduate | Baccalaureate |
| Master’s | Licence or maîtrise |
| Doctorate | Master or DESS |
This table applies specifically to Laval: program prerequisites and other program requirements still apply. For non-limited-enrolment undergraduate programs, the university also specifies a requirement of 13 years of pre-university schooling. A preparatory program may be considered if this requirement has not been met.
Find your path. Let’s make it clearer.

Let’s start with you.
We will use these details to reply to your enquiry.
Thank you for your request.

To situate your academic background, start with the exact name of your credential and the years of study completed. Then consult the requirements for your intended program rather than assuming that a similar term is enough to establish equivalency.
Transcripts, diplomas and translations: prepare two files
The documents required for admission depend on your academic background. At the University of Ottawa, for example, someone still in the final year of Tunisian secondary school provides their report cards for the penultimate year and the first term of the final year. The documents required differ after completing the baccalaureate or postsecondary studies.
For assessment of an application from the final year of Tunisian secondary school, the same university specifies a minimum average of 13/20, five passed subjects that include the prerequisites, and at least 10/20 in those prerequisite subjects. Some programs require more: meeting these thresholds does not guarantee a place. These figures are an institutional example, not a general Canadian rule.
The study permit application is separate. The “Tunisia” selection in Immigration, Refugees and Citizenship Canada (IRCC) refers to the additional document checklist IMM 5852 F, version February 2026, for residents of Tunisia and Libya. It requests, among other things, diplomas and transcripts. Read it together with the general guide and the instructions applicable to your application.
If a document is written in a language other than English or French, plan to have it translated in accordance with IRCC rules. The applicant or a family member cannot translate documents for the federal application themselves. Check the university’s instructions separately: the two processes do not necessarily have the same requirements.
French or English: do you need to take a test?
Citizenship alone does not establish an exemption from language requirements: the institution considers, among other things, your academic background and the language in which you actually studied.
At the University of Ottawa, Tunisia is listed among the places that may qualify applicants for an exemption from the French test. The requirement is three years of full-time study: the last 3 years of secondary school or postsecondary studies at an institution where French was the sole language of instruction, except for language courses. The university may nevertheless request a test or deny the exemption.
At Université Laval, applicants with a non-French-language academic background may be asked to take the TCF. The university also indicates that DELF or TEF results less than 2 years old may be accepted under certain conditions, including having a written expression component.
For a program in English, check the overall score and individual components of the test. For undergraduate studies, Concordia University lists a general IELTS Academic minimum of 6, with no component below 5.5. A specific program may require more.
Before booking a test, check whether your academic background qualifies for an exemption, which tests are accepted and what specific requirements apply to your chosen program.
Admission, attestation, CAQ and permit: who applies for what?
To build your timeline, start with the institution’s admission requirements and application deadline. A letter of acceptance from a designated learning institution, or DLI, is generally part of a study permit application. It does not replace the authorizations required to stay in Canada.
Most study permit applications also require a provincial or territorial attestation letter, called a PAL or TAL. Since January 1, 2026, applications for a master’s or doctoral program at a public DLI are among those exempt. This exception does not automatically extend to all graduate-level programs.
To study in Quebec, an attestation of issuance of the Quebec Acceptance Certificate, or CAQ, is generally required. When it includes the wording required by IRCC, this attestation serves as the PAL: a separate provincial letter is therefore generally not required in addition to the Quebec document. A federal PAL or TAL exemption does not normally remove the Quebec requirement to obtain a CAQ.
The process is to check the institution’s requirements first, then the attestations applicable to your program and province, and finally the documents for the federal application. Exceptions depend on your circumstances: consult the official instructions that apply to your situation.
Proof of funds: distinguish living expenses, tuition and travel
IRCC requires you to demonstrate that you have enough money without relying on work in Canada. For studies lasting less than 1 year, proof must cover the duration of the studies. For studies lasting at least 1 year, it must cover the first year; if the program is longer, you must also explain how you will fund the remainder.
The annual amounts consulted for a single person are:
| Destination | Annual reference amount | Effective date |
|---|---|---|
| Provinces and territories outside Quebec | 23,448 CAD for living expenses | Applications submitted on or after September 1, 2026 |
| Quebec | 24,617 CAD for essential needs | Applications submitted on or after January 1, 2026 |
These amounts do not include tuition or the cost of travel to and from Canada. The amounts differ when family members are included: do not use the single-person amount for a family application. An administrative threshold is not a personalized budget either.
Possible supporting documents include bank statements and proof of a scholarship or funding. The Quebec checklist specifies, among other things, bank statements for the last 6 months; official sources also request documents about the origin of income shown on the statements. If a relative contributes to your funding, consult the additional documents applicable to their support and financial resources.
IRCC also specifies that if your country has foreign-exchange controls, you must demonstrate that exporting the funds is permitted. This rule must be considered in light of your circumstances, without assuming here what the Tunisian rules are.
To prepare your budget, separate tuition, essential needs and travel, then match each source of funds with supporting documents. Assistance you hope to receive should not be treated as assistance already awarded.
Biometrics in Tunis, fees and processing times: organize your timeline
If biometrics are required, IRCC will send you an instruction letter. Follow the deadline in the letter. The appointment requires, among other things, this letter and a valid passport. The individual biometrics fee is 85 CAD when biometrics are required. The study permit fee is separate: 150 CAD at the time of verification. Other costs may apply.
Tunis is listed in the federal directory of visa application centres, or VACs. Consult this directory before travelling to check the current contact information and procedures. The centre does not decide the outcome of an application.
To estimate study permit processing times, use IRCC’s tool and select the appropriate category and Tunisia. The processing times shown are estimates, vary depending on the application and circumstances, and do not guarantee a decision date.
Enter the university application deadline, submission of transcripts and language test results, applicable attestations, and then submission of the study permit application and biometrics, if required, as separate items in your calendar. Also allow extra time in case additional documents are requested. If the timeline becomes tight, ask the institution about its deferral procedures, without assuming a deferral will be granted.
Scholarships and exemptions: what options are there for Tunisia?
A scholarship and an exemption from additional tuition fees are two different forms of assistance. The first contributes to expenses covered by its terms; the second reduces the tuition charged. Check what the assistance actually covers before including it in your funding for your stay.
Quebec provides exemptions from additional tuition fees under international agreements. In its August 2026 directory, the Mission universitaire de Tunisie à Montréal is designated as the responsible body for Tunisia. This assistance is selective and is not automatically awarded to every Tunisian applicant.
Contact the designated body to ask about the criteria, documents and applicable application period. For Tunisian scholarships for studies abroad, also consult official calls and their timelines. Even when assistance covers tuition, check how living expenses and travel will be funded.
Universities and programs
These three StudyCanada profiles are starting points for comparing institutions, not a ranking. Their presence in the catalogue does not confirm current admission requirements, fees or program availability.
| StudyCanada profile | Official reference point for an application from Tunisia |
|---|---|
| Université Laval | Its Tunisia table indicates minimum credentials by level; program-specific requirements still need to be reviewed. |
| University of Ottawa | Its Tunisia page distinguishes between academic backgrounds and documents to be submitted; its language rules should be consulted separately. |
| Concordia University | Its international applicant table lists the Tunisian baccalaureate for undergraduate studies; check the English requirements as well. |
To compare your options, make a note for each program of the required credential, prerequisites, language, documents, deadline and costs provided by the institution. Confirm these requirements directly with the institution before applying.
