GOVERNMENTS OF CANADA AND NOVA SCOTIA ANNOUNCE JOINT PILOT PROJECT
ON POSTGRADUATE EMPLOYMENT FOR INTERNATIOANL STUDENTS
OTTAWA, May 6, 2004 – Judy Sgro, Minister of Citizenship and Immigration, and Jamie Muir, Minister of Education for Nova Scotia, today announced
a pilot project that will make it easier for international students who graduate from Nova Scotia colleges and universities to work in the province for an extra year.
"This pilot project will increase Canada's appeal to international students and encourage immigration to Nova Scotia," said Minister Sgro. "It gives foreign graduates
the opportunity to gain Canadian work experience in their field of study that will serve them well when they return to their country of origin or choose to remain in Canada as immigrants."
The pilot project, which began on May 3, 2004, will allow international students in Nova Scotia to gain an additional year of work experience in their field of study
following graduation. Currently, graduates may work for a maximum of one year in a job related to their studies without having to obtain a confirmation from Human Resources
and Skills Development Canada. Under this pilot project, work permits can be renewed for a second year, making it easier for graduates to continue working in the province.
"We are pleased to work with our federal partners to expand work experience opportunities for international students in Nova Scotia," said Minister Muir. "This pilot project
will enable students to double their work experience with Nova Scotian employers, and help narrow the skills gap by meeting the needs of Nova Scotia’s labour market, as part of the
provincial skills strategy, Skills Nova Scotia."
For graduates who wish to apply for permanent resident status as skilled workers, an extra year of employment will provide them with additional experience points on the
selection grid. Furthermore, they will be able to submit their applications and continue working while awaiting a decision. For these graduates, additional time spent
in the province is also likely to result in stronger ties to their communities—further increasing the likelihood of their settling in Nova Scotia if they choose to remain in Canada.
Under the terms of the project, both the original work permit and its renewal will apply only to work in Nova Scotia for temporary foreign workers who graduated from a publicly
funded post-secondary institution in that province. The work must be related to the graduate's area of study.
The pilot project will be in effect for three years during which there will be an ongoing evaluation of the project’s impact. Citizenship and Immigration Canada has already
signed similar agreements in New Brunswick and Alberta and continues to explore such initiatives in other regions.

Canada - Nova Scotia Pilot Project on Postgraduate Employment for International Students
Highlights
Objective
· To allow recently graduated international students from Nova Scotia public post-secondary institutions to acquire
extended work experience related to their field of study, through enhanced employment opportunities in Nova Scotia.
Purpose
· Both Citizenship and Immigration Canada (CIC) and the Ministry of Education in Nova Scotia recognize the economic,
social and cultural contributions of international students to Nova Scotia.
· CIC has committed to developing projects that will encourage immigration in a number of regions in Canada.
· The Government of Nova Scotia is committed to encouraging immigration, including the admission of international students
to the province.
· Providing a means for graduates to gain Canadian work experience in their field of study that will serve them well when they
return to their country of origin or if they choose to remain in Canada as immigrants.
· Graduates who remain in Canada can be an attractive source of skills for Canadian employers.
Project Timelines
· The project began on May 3, 2004 and will end in three years.
Renewal of the Postgraduate Work Permit
· CIC will renew, for an additional year, the work permits of recently graduated international students who are currently
working as temporary foreign workers and who intend to continue to work in a field related to their studies.
· The renewal will be valid for work in Nova Scotia for temporary foreign workers:
o who studied at least two years in that province;
o who have graduated from a publicly funded post-secondary institution in Nova Scotia; and
o whose first year of postgraduate employment was in Nova Scotia.
· The renewal is not valid for international students on a Canadian Commonwealth Scholarship Program, a Government of Canada
Awards Program, or who are funded by the Canadian International Development Agency.
Project Evaluation
· CIC and Nova Scotia will establish outcome measures to monitor and evaluate the success of the pilot project in the province.

LE GOUVERNEMENT DU CANADA ET LA NOUVELLE-ÉCOSSE ANNONCENT LE LANCEMENT D’UN PROJET PILOTE CONJOINT CONCERNANT
L'EMBAUCHE D’ÉTUDIANTS INTERNATIONAUX DIPLÔMÉS
OTTAWA, 6 mai 2004 – Judy Sgro, ministre de la Citoyenneté et de l'Immigration, et Jamie Muir, ministre de l’Éducation de la Nouvelle-Écosse,
ont annoncé aujourd'hui la mise en œuvre d’un projet pilote qui permettra aux étudiants internationaux diplômés d'un collège ou d'une université
de la Nouvelle-Écosse de travailler dans la province pendant une période additionnelle d'une année.
« Ce projet pilote fera du Canada une destination plus attrayante pour les étudiants internationaux et favorisera l’immigration vers la NouvelleÉcosse,
a déclaré la ministre Sgro. Les diplômés étrangers pourront obtenir une expérience de travail au Canada dans leur domaine d’études, ce qui leur sera
utile lorsqu’ils retourneront dans leur pays ou s’ils décident de rester au Canada en tant qu’immigrants. »
Grâce à ce projet pilote, qui a commencé le 3 mai 2004, les étudiants internationaux de la Nouvelle-Écosse pourront acquérir une année additionnelle
d'expérience de travail dans leur domaine d'études, après l’obtention de leur diplôme. En ce moment, les diplômés peuvent occuper un emploi relié à leur
domaine d'études pour une durée maximale d'une année sans avoir à obtenir une confirmation de la part de Ressources humaines et Développement des
compétences Canada (RHDCC). Dans le cadre de ce projet pilote, les permis de travail pourront être renouvelés pour une deuxième année, et il sera
ainsi plus facile pour les diplômés de continuer à travailler dans la province.
« Nous sommes heureux de travailler avec nos partenaires fédéraux pour donner aux étudiants internationaux de la Nouvelle-Écosse la possibilité
d’élargir leur expérience de travail, a déclaré le ministre Muir. Grâce à ce projet pilote, les étudiants pourront doubler leur expérience de travail
auprès d’employeurs de la Nouvelle-Écosse. Ceci contribuera à réduire les lacunes au chapitre des compétences en répondant aux besoins du marché
du travail de la province, ce qui s’inscrit dans la stratégie provinciale Skills Nova Scotia. »
Dans le cas des diplômés qui souhaitent demander le statut de résident permanent à titre de travailleurs qualifiés, cette année supplémentaire
de travail leur donnera des points additionnels dans la grille de sélection, au titre de l’expérience. De plus, ils pourront présenter une demande et
continuer à travailler en attendant une décision. Pour ces diplômés, le temps supplémentaire passé dans la province aura probablement pour effet de
renforcer les liens avec leur collectivité d'accueil – accroissant ainsi la possibilité qu'ils s'établissent en Nouvelle-Écosse s'ils décident de demeurer au Canada.
Selon les modalités du projet, seuls les travailleurs étrangers temporaires qui ont obtenu leur diplôme d'un établissement d'enseignement postsecondaire
public de la Nouvelle-Écosse pourront obtenir un permis de travail et le faire renouveler dans cette province. En outre, l'emploi devra être relié au
domaine d'études des finissants.
Le projet pilote durera trois ans, et les retombées du projet seront évaluées tout au long de cette période. Citoyenneté et Immigration Canada a déjà
signé une entente semblable avec le Nouveau-Brunswick et l’Alberta, et il envisage la mise en œuvre d’initiatives du même genre dans d’autres régions.

Projet pilote conjoint Canada-Nouvelle-Écosse concernant l'embauche
d’étudiants internationaux diplômés

But
· Permettre aux étudiants internationaux qui ont obtenu depuis peu leur diplôme d'un établissement d'enseignement
postsecondaire public de la Nouvelle-Écosse d’acquérir une expérience de travail supplémentaire dans leur
domaine d’études, en leur offrant de plus grandes possibilités d’embauche en Nouvelle-Écosse.
Objectifs
· Citoyenneté et Immigration Canada (CIC) et le ministère de l’Éducation de la Nouvelle-Écosse reconnaissent
la contribution économique, sociale et culturelle des étudiants internationaux en Nouvelle-Écosse.
· CIC s'est engagé à mettre sur pied des projets en vue de favoriser l'immigration dans un certain nombre
de régions du Canada.
· Le gouvernement de la Nouvelle-Écosse s'est engagé à encourager l'immigration, et notamment l'entrée d'étudiants
internationaux dans la province.
· La possibilité d’acquérir une expérience de travail au Canada dans leur domaine d’études pourra s’avérer utile
pour les diplômés désirant retourner dans leur pays ou demeurer au Canada en tant qu'immigrants.
· Les finissants qui demeurent au Canada peuvent représenter une source de compétences intéressante pour les
employeurs canadiens.
Échéancier du projet
· Le projet a commencé le 3 mai 2004 et durera trois ans.
Renouvellement du permis de travail pour les diplômés
· CIC renouvellera pour une année additionnelle le permis de travail des étudiants internationaux récemment
diplômés qui occupent un emploi à titre de travailleurs étrangers temporaires et qui ont l'intention de continuer
de travailler dans un domaine relié à leurs études.
· Le renouvellement du permis de travail s'appliquera à l'emploi, en Nouvelle-Écosse, de travailleurs étrangers
temporaires :
o qui ont fait des études d'une durée d'au moins deux ans dans cette province;
o qui ont obtenu leur diplôme d’un établissement d'enseignement postsecondaire public
de la Nouvelle-Écosse;
o qui, pendant la première année après l'obtention de leur diplôme, ont exercé leur
emploi en Nouvelle-Écosse.
· Le renouvellement du permis de travail ne s'applique pas aux étudiants internationaux inscrits au Programme
de bourses du Commonwealth du Canada ou à un programme de bourses du gouvernement du Canada,
ni aux étudiants qui ont obtenu des fonds de l'Agence canadienne de développement international.
Évaluation du projet
· CIC et la Nouvelle-Écosse établiront des indicateurs de résultats, afin de suivre le déroulement du projet pilote
en Nouvelle-Écosse et d'en évaluer la réussite. |
